Welcome to the first issue of Race and Justice: An International Journal.
The  development   of the journal represents the culmination  of the efforts of the
members   of the American Society of Criminology's Division on People of Color and
Crime  (DPCC)  to create an intellectual outlet for issues pertaining to race and justice.
As the inaugural editor, I have a few simple goals. First, I plan to publish high-quality
scholarship. This will include a combination of articles and essays on emerging race
and justice topics across the globe. In addition, I plan to make reviews of books on
race and justice a substantive part of the journal. Second, I aim to keep the review time
as short as possible. I want authors to feel as though they will get a thorough and fair
review in a reasonable time period. I have already found that meeting this goal will be
challenging, but I plan to continue to strive to keep the review times within reason
(60 days). As part of the review process, I also plan to let authors know why their
manuscript  is being rejected and to provide constructive feedback to authors even
when  a manuscript is desk rejected. Finally, if I achieve the first three aforementioned
goals, I anticipate that my  fourth goal-to  become   the first choice for scholars
interested in publishing on topics related to race and justice-will be achieved. In the
spirit of these ambitious goals, I am excited to report that an enviable list of scholars
had articles accepted for inclusion in this first issue.
   The  first article is by longtime  race and  justice scholar  Darnell Hawkins.
Hawkins's  reflective lead essay, Things  Fall Apart: Revisiting Race  and Ethnic
Differences in Criminal Violence amidst a Crime  Drop, examines  the crime drop in
the United States and how it reflects the inadequacies of the current theoretical offerings
on race, ethnicity, and violent crime. Relying on the neglected colonial theory as the
backdrop ofhis essay, in numerous ways, Hawkins persuasively argues for the utility of
the perspective and why the theory should become a staple of criminologists interested
in understanding race, ethnicity, and crime. The next article, The Joint Effects of
Offender Race/Ethnicity and  Gender on Substantial Assistance Departures in Federal
Courts, by  Cassia Spohn  and Pauline Brennan  examines  how  race, ethnicity, and
gender matter in relation to substantial assistance departures in federal courts. While
Spohn  and Brennan  found mixed  support for their hypotheses, among their results, it
