FROM THE EDITOR







     N EMULATION OF our prudent colleagues at the APSR and
elsewhere, we have recently added two editorial assistants to our staff-
one graduate student from  Rutgers (John Samples)  and one  from
Columbia  (Norman  Pattis). Although these assistants will have no role
in our editorial process (which depends on review by peers) they will
participate in various phases of journal management. We hope they
will benefit as much from their experience as we do by their assistance.
   We are grateful to the departments of political science at Rutgers and
Columbia  for the stipends which made the appointment of our editorial
assistants possible.
