Iam pleased to be able to report that after a challenging transition year,
Political Theory is now back to its normal operating procedures in its new
academic environment at Northwestern University. Many thanks, to authors,
reviewers, contributors, and subscribers, for your patience and understand-
ing as we regained our footing over the past turbulent months.
The year 2009 also marks for the journal some important changeovers in
personnel. First, the membership of the Executive Editorial Committee
changes with the departure of James Tully, whose six-year term ended in
December 2008. I turned to Jim more times than I can count for counsel and
common sense on matters pertaining to all facets of the journal's opera-
tions. My thanks also extend to him for his impeccable judgment and unerr-
ingly sound advice on manuscript submissions from all corners of the
political theory universe, including but not limited to Locke studies, indige-
nous governance, multicultural and diversity politics, constitutional and
legal theory, theories of empire, and issues in the interpretation of texts.
This year also brings in its wake a transition in Political Theory's
Assistant Editors. After three years of diligent and indefatigable adminis-
trative and intellectual labors on behalf of this editor and many contributors
to the journal, Ashley Biser (PhD, University of Minnesota, 2008) is mov-
ing on to an academic position in political theory at Ohio Wesleyan
University. Noting that the word essential implies belonging to the very
nature of a thing, I can only say that, from the start of this editorship,
Ashley was the indispensable person without whom the operation of the
journal-both daily and long term-would have collapsed. Aside from her
herculean efforts at managing reports on over half of the 250 to 300 manu-
script submissions we receive per year, Ashley put in place the journal's
electronic processes and procedures, assisted with the layout, design, and
production of individual issues, oversaw communications with authors and
reviewers, and took responsibility for all facets of the recent move to the
journal's location at NU. The day she came into the office with a power drill
and single-handedly dismantled a couple of massive filing cabinets, I knew
she could do just about anything. Ashley, I wish you well in your new posi-
tion at OWU and will try to get along without you.
On a note of gain, I am very pleased to welcome to the journal our new
Assistant Editor, Cigdem Cidam, an advanced doctoral candidate in political
