FROM   THE   EDITOR


W     E ARE  EXTREMELY pleased to welcome Nannerl O. Keohane
to the Executive Editorial Committee of Political Theory. She disproves
the charge that political theorists are good only for theorizing, even
leading a few to suspect that college presidents may not and again shine
as thinkers. Or she may be the counterexample  who underlines the
power of the norm. We look forward to working with her. Every gain
contains a loss-especially given the rotational system of this committee.
Although  Richard Flathman  is retiring from the Executive Editorial
Committee,  we feel fortunate indeed to retain his services as member of
the Editorial Board and  Book  Review  Editor. His voice has been
important to this journal, and we are pleased that we can continue to call
upon  him. Dick has lifted the book review section to a higher level of
excellence. We are particularly pleased with the essay-length reviews
added  last year. Although we cannot  honor every request, we do
welcome  review-essay proposals, which should be addressed to the
Book  Review Editor.
   During recent and forthcoming issues, we have featured work by
younger scholars in political theory-work that adds perspectives and
questions to those governing American political thought for the last few
decades. In this light, the discerning reader will have noted the new cover
unveiled in this issue. We are very appreciative to Thomas Eagles for
assuming  initiative in this area and for working closely with the
designer. Michele Morgan designed the cover, presenting it as a gift to
Political Theory. We thank her for her generosity, and we hope that
others enjoy the design as much as we do.
