FROM THE EDITOR






     E HAVE   COMPLETED the move of the editorial office   to The
Johns Hopkins  University. First, we would like to thank the Depart-
ment  of Political Science and the Dean of the Social and Behavioral
Sciences at the University of Massachusetts for the superb support they
provided for the journal during its two-year stint there. Special thanks is
due, too, to two people who worked with the journal during this period.
Jane  Bennett served as Assistant to the Editor, and her efficient
management   of the office was indispensable to us. We congratulate her
on her appointment as Assistant Professor of Politics at Rider College.
Nicholas Xenos served as Managing Editor last year, and we appreciate
his effective work. He remains  as Assistant Professor of Political
Science at the University of Massachusetts. Finally, we welcome two
new Assistants to the Editor, Thomas Eagles and Steven Johnston, both
graduate students in political theory at Johns Hopkins.
   As a result of our six-year rotational system, Dennis Thompson will
be  rotating off the Executive Editorial Committee. He  has  been
intimately involved with the journal since its inception, serving as the
Book  Review  Editor prior to his work on the Committee.  We  are
extremely grateful for his invaluable contributions to this journal and
we  are  reassured by the prospect  that he will be  available for
consultation in the future. The Committee has invited Sheldon Wolin,
this year's recipient of the Lippincott Award in Political Theory, to serve
on the Editorial Committee. We are delighted to have one of the leading
theorists of our day involved more closely with the journal.
   We  call attention to the Critical Responses section of Political
 Theory, which was initiated in the last issue. Readers are invited to
 submit responses to essays previously published here; they should be no
 more than seven pages in length. We  have also increased the total
 number of pages in Political Theory, allocating most of them to the
 Books in Review section. We plan to increase our coverage of books and
 to publish more extensive review essays.
   Political theory is in the midst of a period of balkanization, at least in
political science in the United States. Convention bureaucrats and
