  _   HE EXECUTIVE EDITORIAL Committee at its annual meeting
voted to establish a new rotational system for Committee membership.
Each  member  will now serve a six-year term, with one replacement
added to the six-person committee each year. Current members will be
replaced according to seniority so that each will serve at least six years
before being replaced. Every rotational system occasions losses; and we
are sorry to see Melvin Richter, who has been a valued member of this
committee  since 1975, leave its ranks. We are grateful to him for the
considerable insight and experience he has brought to the journal, and
we are relieved to know that we can continue to draw upon his advice in
the future. Steven Lukes, whose work is well known to readers of this
journal, has kindly accepted our invitation to serve on the committee;
we are delighted to have him with us.
   Nicholas Xenos, recently appointed as Assistant Professor of politics
at the University of Massachusetts, is now serving as the Managing
Editor. He previously served as Managing Editor of democracy, and his
experience and energy have  already contributed significantly to the
smooth  operation of Political Theory.
   A comparison of submissions to Political Theory during 1973-1974
to those received during 1983-1984 uncovers some revealing develop-
ments  in the theory enterprise. A decade ago the classical thinker
receiving the most attention was Locke (10 submissions). Hobbes,
Marx,  Plato, and Rawls also received considerable attention. The issue
discussed most widely was political obligation/civil disobedience (13
submissions). Submissions that year displayed interest in the logic of
conceptual analysis. Concepts such as interests, rights, obligations,
justice, power, and democracy were analyzed, with the analyses typical-
ly moving under the star of Austin and Wittgenstein. Discussion of the
nature of political inquiry was also prominent; most of the essays in this
category criticized the empiricist method of inquiry.
   By 1983-1984 several shifts in emphasis are discernible. First, Marx
becomes  the clear leader in submissions (15); essays on Greek political
