In 1992 a state-owned, public television network produced and
aired debates between major-party candidates for contested
congressional seats. Excluded from one debate was an independent but
ballot-qualified candidate. In a contest of First Amendment rights, the
Supreme Court decides whether the network simply exercised its right
to control the content of its programming or discriminated against the
independent candidate because of his political views.

Election day for federal offices is the first Tuesday after the first
Monday in November of even-numbered years. But in Louisiana, it is
possible - indeed, likely - that a candidate for federal office will
be elected in an open primary held in October. At issue in this case is
whether Louisiana's election day for federal offices conflicts with the
federal day, and, if so, whether the Supremacy Clause requires
Louisiana's system to yield.
