            PENNSYLVANIA PRISON SOCIETY
                  PRESIDENT'S REPORT



    The  Pennsylvania Prison Society first saw the light the same
year that our forefathers met in Philadelphia to frame the Con-
stitution of the United States. Accordingly it celebrated its 150th
birthday on the seventh of May, 1937, with a Commemorative Ser-
vice in old Christ Church, where its first president, Bishop White,
so often officiated as rector and otherwise during his long and use-
ful career. The service that marked the commemoration   of the
Society's birthday was conducted  by the Rector Emeritus, Dr.
Louis C. Washburn, assisted by Rev. Percy R. Stockman, Director
of the Seamen's Church Institute. Bishop Francis M. Taitt, Rev.
Ernst Pfatteicher, D.D., President of the Lutheran Ministerium
of Pennsylvania, and William B. Harvey, of the Society of Friends,
made  addresses, and the boys choir of Christ Church contributed
the music.
    It seemed appropriate to choose this same anniversary year
to invite the American  Prison Association to hold its Annual
Congress in Philadelphia. Although the arrangements entailed a
good deal of expense and much  extra. work for our staff, it was
hoped  that the Congress would  arouse fresh interest in prison
problems and perhaps draw new  members into the Society. Repre-
sentative committees were organized by the Society to arrange for
the entertainment of the delegates, Dr. Charles E. Beury acting as
Chairman  of the Philadelphia Committee, and the Hon. John D.
Pennington, former Secretary of Welfare, being the head of the
State-Wide Committee  that was formed.  Over one hundred  and
fifty persons served on these committees, and,  in addition to
the Governor  of Pennsylvania and  Mayor  of Philadelphia, His
Eminence  D.  Cardinal Dougherty, Bishop  Taitt, Dr. Robert C.
Wells, the President of the Federation of Churches, and Rabbi
William HI. Fineshriber lent their approval as Honorary Chairmen.

    The  Congress was held in the Bellevue-Stratford Hotel, and
interesting exhibits were displayed. Among these was an exhibit
showing the present work as well as the history of the Pennsylvania
Prison Society. The Congress began  with a meeting on  Sunday
evening, October 10th, at which Dr. Daniel A. Poling, pastor of
Temple  Baptist Church, delivered a stirring and interesting ad-
dress, the invocation being pronounced by Rev. Father Bernard
C. Parley, Chaplain at the Eastern State Penitentiary, and the
closing benediction being given by Rabbi Sidney E. Unger, Chap-
lain at the Philadelphia County Prison.
