TIlE INFLUENCE OF THE MENTAL HYGIENE
        MOVEMENT ON CORRECTIONAL INSTITUTIONS
DR. ELLEN C. POTTER, Director of Medicine
Department of Institutions and Agencies, New Jersey.
(Read Before the 144th Annual Meeting of the Pennsylvania Prison
                       Society January 8, 1931)
I had looked forward to meeting The Pennsylvania Prison Society on
hursday night, not only as reminiscent of a previous meeting with them
When penal affairs in Pennsylvania were at a low ebb and when the inter-
vention of the previous Pinchot administration had made it possible to
'vert grave tragedy in our penal institutions and had directed our course
l1 Penal affairs toward new objectives; but'also I was anxious to come
*because I believe the time is here when our course must again be readjuste.
twe have not followed through in the light of our knowledge and there is no
tOle to waste if corrections are to be made.

it It has been said of The Pennsylvania Prison Society, and justly, that
Still exists as the most powerful agency for prison reform in the state,
d its labors in that field since 1835 have been more productive of per-
anent good than the combined efforts of other critics and investigators.
'30 activities have been vital to Pennsylvania since 1787, and you have
ePt the light burning even when every effort has been made by others to
.other it. For that reason I want to send at least one message to you
f'hih I hope may serve to strengthen your concern for the immediate
fl'ltUe of penal affairs in the Keystone state.
