    (Abstract of an Address delivered before the 143d Annual 3teeting of the
             PENNSYLVANIA PRIsON SOCIETY, January 10, 1930)

    Mr. Bates opened his address by reminding the audienee that what he
  8 was on his own responsibility and did not in any sense necessarily re-
flet the views of any  administration, department or, ootimission. He
tofl mented upon the very high caliber of the Commission on Law Observ-
ah'lee and Enforcement appointed by President Hoover and predicted that
their conclusions would be carefully and scientifically arrived at and
Would have  great value to the whole country.
    What  relation has penology to law enforcement? Which   theory of
0et1al treatment should prevail, the old law of an eye for an eye, or the
later doctrine of forgive your enemies? The scientific view-point which
elflI'hasizes causes and personalities, or the pragmatic which insists upon
knllishment as a cure-all?
    Much is being said about the prevalence of crime, and true, too much
 annot be said as to the need for modern methods to control it, as to our
 lieed for better criminal statistics, improvement in our methods of detection,
5Peeding up of our court procedure and  an increase in our desire for
or1derly government.
    Surely our record of accomplishment in preventing crime by punish-
hellt is not unqualified success. Mr. Bates then discussed three of the
al1ch misunderstood phases of progressive penology-probation, parole, and
the movement for increased prison efficiency. Emphasizing the protective
features of these three movements, the protective features of probation are
oree-fold: 1.  It gives valuable information to the court with reference
t the offender. 2.  It protects the public pocket-book. 3. It salvages
ranhood. Instead of sending a man to prison for non-payment of fine, it
