                               FOREWORD


     In  1845 the PENNSYLVANIA PRISON SOCIETY began the publication of a
quarterly periodical, called the  JOURNAL OF PRISON DISCIPLINE AND
PHILANTHROPY, which, with slight   intermission, was maintained till the end of
the year 1861,  when, owing to exigencies arising during the Civil War, it was
decided to issue an annual number, instead of a quarterly periodical. Under the
same name the annual issue has been published almost every year till the year 1920.
     It is now proposed again to issue a quarterly publication, with the title, THE
PRISON  JOURNAL,   a name directly derived from the former name, though not so
ponderous.
     In this venture we hope to present brief articles, not only by those versed in
the science of penology, but also by those who are actively engaged in the adminis-
tration of penological institutions.


     We   are not aware, at present, of any periodical which will cover the field
which our JOURNAL   has occupied, and which it will endeavor to embrace within
its scope. From  1911  to 1918 inclusive, our sister association, The New York
Prison Association, published The Delinquent, a monthly periodical, which was
edited with signal ability. The Journal of the American Institute of Criminal Law
and Criminology is published in Chicago as a bi-monthly, and while often dealing
with reformatory measures, is particularly devoted to the legal and technical aspects
of crime and its treatment. The Survey often publishes the results of searching in-
vestigations of prison conditions and administration, as well as important contribu-
tions on the cause and cure of crime.
