THE NEED FOR A CONCEPTUAL FRAMEWORK
FOR CONTINUING PROFESSIONAL DEVELOPMENT FOR LAWYERS

There is a need, and an opportunity, to develop a 'conceptual
framework'for continuing professional development (CPD). Such
a framework would assist better practice in CPD by making CPD
more theory-based and thus more professional and less intuitive.
An essential first step is a critical and analytical examination of
the literature on CPD, both for lawyers and other professionals,
and in a number of areas related to CPD. The literature would
be both reviewed and 'mapped'. The review should not simply be
descriptive.  Rather it should also construct a framework
integrating the literature into a structure which identifies
linkages, hierarchies and groupings.  This framework could
provide the common language for further work in the area of
CPD for lawyers.
The construction of the framework is likely to reveal areas where
empirical research programs are needed. The framework might
be a basis for the development of standards by which CPD could
be judged.
CONTINUING PROFESSIONAL DEVELOPMENT: A DEFINITION
Continuing professional development can mean two things:
     all of the learning activities, formal, non-formal and informal', in which a
lawyer engages as part of his/her work2, and/or
     a component of a continuing strategy of a legal professional body to
'develop' the profession, usually through learning activities, thus enabling
it to survive, maintain its status and develop.
A conceptual framework can be constructed for either, or both, of these meanings.
A CONCEPTUAL FRAMEWORK: A DEFINITION
A framework is a structure composed of parts framed together (Shorter Oxford
English Dictionary). Whilst the parts have an existence in their own right, when
brought together in a structured way, they become a framework which has its own
