          MID ATLANTIC REGION MEETS
   Region 3 held its first meeting of the current year
on November 2, 1965 at the Natl. Lawyers Club in
Washington, D.C. Regional Chairman F. Trowbridge vom
Raur, D.C. practitioner, introduced the topic for discus-
sion-The proposed new ASPR termination for conven-
ience clause: how should a contractor's profit be
determined; should AS13CA decide; should a weighted
guidelines system be applied. The lively discussion
was led by Louis A. Cox, DOD Dep. Director for Pro-
curement Policy; lugh Francis, DOD termination
expert; Albert Green, Navy General Counsel's Office;
John W. Gaskins and E.K. Gubin, D.C. practitioners.
   Region 3 includes Md., Del., Pa., Va., W.Va., and
D.C. Regional Chapters have been established in
Philadelphia under James M. Marsh, in Newport News,
Va. under Geo. J. Viertel, and in Pittsburgh under Louis
Sparvero, Geo. M. Coburn, D.C. lawyer, is Regional
Secretary.
   The following D.C. lawyers are Committee Chairmen
in Region 3: Joel P. Shedd, Jr., ASBCA, Program; John
W. Whelan, Georgetown Law School, Fed. Procurement
Law & Regulations; James J. Bierbower, State &
Municipal Public Contracts; Scott G. Rigby, Disputes &
Appeals; Paul G. Dembling, NASA Asst. G. C., Incen-
tive Contracts, Price Redetermination & Renegotiation;
J.E.D. Welch, GAO Dep. G.C., Procurement Administra-
tion; Robert Sheriffs Moss, Contract Financing; Philip
M. Risik, ASBCA, Price Adjustment; J. Mitchell Brown,
Construction Contracts; E.K. Gubin, Termination; David

   Other Committee Chairmen are: Kenneth Cushman,
Philadelphia, Suretyship; Austin G. Roe, Melpar, Inc.,
Falls Church, Va.; Theodore Kostos, Philadelphia,
Supply Contracts; David Berger, Philadelphia, Inspec-
tion Procedures, Rights & Remedies. Chairmen have
not been named for the following committees; Contract
Administration, Subcontracts, and Cost Reimbursable
Contracts.
   The next Regional Meeting is scheduled for Decem-
ber 9, 1965 at the Natl. Lawyers Club (4 p.m.). The
subject-Proprietary data requirements in major weapons
systems procurement and escape provisions for subcon-
tractors. The discussion will be led by Kenneth M.
Jackson of Dynalectronics Corp., Chairman of the


FEDERAL STATE & LOCAL GOVERNMENT CONTRACTS


Region's Proprietary Data Committee, and lHbward
Williamson, procurement specialist in the Office of
Procurement of the Asst. Secy. of Defense (Installation
and Logistics).



         MONTREAL: ANNUAL MEETING '66
   Plan to attend the ABA Annual Meeting in Montreal
 in August 1966, during that city's gala International
 Exposition. The Public Contract Law Section will meet
 August 8-10 in downtown Montreal with an all-star cast
 of participants in Section panel discussions.
   The Section's headquarters will be Hotel de LaSalle
 in downtown Montreal, five blocks from main ABA Head-
 quarters at the Queen Elizabeth lotel. The de LaSalle
 is presently being completely refurbished and will be
 an ideal setting for our first Annual Meeting as an
 independent Section.
   Rates are (Canadian currency): singles $8.50; double
 bedded $12.50; twin bedded $14.50; one bedroom parlor
 suite $17.00. Mark August 8-10 on your calendar! Plan
 to come with your family, for there are events and sites
 to interest all (including both 5-12 and 12-20 age
 groups).
   Don't forget to register early, list your Public
 Contract Section affiliation, and specify Hotel de
 LaSalle. Send registration with $25.00 fee to ABA

   COUNCIL TO MEET IN CHICAGO FEBRUARY '66
   The Section's Council will meet during the ABA's
 Midyear Meeting at the Palmer House in Chicago on
 Saturday February 19 at 10:00 A.M. and 2:00 P.M., with
 a luncheon being arranged by Thomas A. Stansbury,
 Council Member from Chicago. Regional and National
 Committee Chairmen or Section members are cordially
 invited to attend. Interim reports of Chairmen of Na-
 tional and Regional Committees should be in the hands
 of Section Chairman Creyke by February 14 for sub-
 mission to the Council at the Midyear Meeting.
    The Section's Council met on August 11 in Miami
 Beach, and in Washington, D.C. on September 21 and
 November 4.
