                Programmes



In the second phase of the Sex Offender Treatment Evaluation Project
      (STEP)  for the Home Office, studying the impact of seven
 programmes,   the STEP Team  collected extensive psychometric data
   from participants before and after treatment, observed the work
   undertaken and interviewed group  leaders. The Team summarise
 their findings and make a number  of recommendations  that may be
                       useful to practitioners.


F ollowing Barker   and Morgan's'
      review of the literature on the
nature, evaluation and efficacy of sex
offender treatment programmes and survey
of the provision of such programmes by,
or for, the Probation Service, this paper
describes the second phase of the research.


  The  Programmnes Studied


  Six  probation programmes were
selected for detailed evaluation of their
therapeutic impact upon sex offenders
because they were both well-established
and represented this range of treatment
programmes offered by the Probation
Service. The only residential private
specialist centre for the treatment of child
abusers in the UK was also evaluated
because it had a high national profile;


it was a significant influence on the
development of treatment programmes
through its training courses for Probation
Officers; the majority of its clients were
funded by Probation Services or Local
Authority Social Services Departments.
None of the programmes have been named
to protect client confidentiality.
The Aims of the Study were to:
  describe the content of programmes;
  identify what aspects of programmes
might be the most effective in producing
change;
*  examine the impact of treatment on
clients;
  make recommendations as to how
treatment programmes might improve their
effectiveness;
  collect data for  a  long-term
reconviction study.
