IN   THIS     ISSUE ...

  Many   people believe that the Probation and After-Care Service of to-
day  lacks a clear, basic .philosophy. It is also often said that the Service
has sold its birthright to the Central Council for Education and Training
in Social Work. These  points are picked up in the main article of this
issue by a chief probation officer. Peter Bibby takes the initial letters of
CCETSW-and pointedly asks: Can Colleges Educate and Train Social
Workers?   His article demands a response from us all.
   If the Service is struggling for a basic philosophy, one of the reasons
may  be its ever-widening range of tasks. The next two articles look at
the important matter of appropriate selection for hostels and for com-
munity  service, with particular emphasis placed on close liaison and un-
derstanding between  specialist officers and colleagues in the field.
   Arlette Mason's short article about her prison welfare work in Brixton
 raises some interesting issues, including the valuable contribution which
 could probably be obtained if the Service were to welcome back  in a
 part-time capacity experienced officers who had retired for domestic
 or age reasons. The article also challenges the Service to face up to the
 need to find some really positive ways of working with long-term prisoners.
   By contrast, we are pleased to focus attention, as we have previously
 done from time to time in this journal on the need to examine seriously
 the value of short-term work. Robert Water's timely article should stim-
 ulate probation officers into more active use of early discharge of pro-
 bation orders for good progress and conversion into conditional discharge.
 NAPO   and the Home  Office may  also look carefully at the viability of
 short-term probation orders in conjunction with the concept of contract
 work, which seems to be much in vogue at the moment.
   Does anyone remember  the detoxification centres 'promised in the 1972
 Criminal Justice Act? It is a sad reflection on our own country that we
 need to look as far away as Poland to see a detoxification centre fully op-
 erational; nevertheless we are grateful to our West Midlands contributor
 for focussing on this positive method of dealing with drunken offenders.
   Finally, we are delighted to publish a scoop, having secured exclusive
 rights of an address to be delivered to a conference in the year 2000 AD!
 If this article rings true in some ears, as well as bringing a smile to your
 lips, then it may well help towards clarifying that basic philosophy which
 seems to be evading the Service at the present time.
