Report   to Parliament
THIS third report to Parliament on the work of the Probation and After-care
Service (1969-71) is disappointingly traditional in its format. Its short num-
bered paragraphs-190  in all-make it diflicult to read; and this is a pity
since the story it has to tell is an interesting one.
  Mark  Carlisle, in his opening remarks at the Press Conference introducing
the Report, spoke of the steps taken by the Government to remove uncer-
tainties from the profession, to provide it with a new and exciting role and
to set in train its rapid expansion. The determined reader will find all this
in the Report. But what is wrong is that the Report has to fulfil two func-
tions, and these conflict. It is firstly a public relations document assuring Parli-
ament that all is well; and secondly it is an attempt to give a factual account
of the Service. Despite its intrinsic interest and its wealth of information, it
inevitably falls between these two stools.
  It seems from the Report that the Home Office is satisfied with what has
been achieved. Its self-congratulation at the massive expansion of the Ser-
vice can bring only a wry smile. Its satisfaction with the Butterworth Report
reveals again how far removed the Department is from the realities.
  Mr  Carlisle says he wants everyone to understand the importance which the
Government  attaches to a strong and efficient Probation and After-Care Ser-
