HE  Report of the Probation and After-Care Department for 1966 to 1968,
ike its predecessor, suffers from the convention governing its production.
)stensibly, it is an account of the work of a small Home Office Department;
n fact, it covers the achievements and shortcomings of the probation and after-
are service over a three-year period, ending more than tv Alve months ago.
The   formula gives the central authority pride of place, and thus the first
,hapter opens with an  account of the activities of the Inspectorate. The
:ontribution of the Inspectorate to the working of the service is valuable,
)ut not fundamental, and its documentation might more appropriately have been
eserved for a later chapter.
The   administrative unit of the service is the Probaton and After-Care
omnmittee, and the report suffers in not making this clear. Readers outside
he service will be puzzled. Work is done, new duties are undertaken, but
vho is responsible for making things happen'? Staff is increased, ancillary
vorkers are appointed, great numbers of probationers are supervised, many
housands of social enquiry reports are prepared, group work is carried out,
Ittempts are made to help offenders dependent on drugs, prison welfare officers
[re integrated with the service, and prison social work developed, parole
election and parole supervision is extended, volunteers trained and accredited,
