                           Chairman's Report

  Readers of Probate and Property may have
noticed a decrease in officer's reports this year and
an increase in articles on current developments af-
fecting real property, probate and trust law. We
hope this change has made Probate and Property
more interesting and useful to section members.
This is my second, and final, report.
          COMMITTEE STRUCTURE
  Next year, most committees in each division will
be significantly smaller. This reflects a policy
change approved by our council on recommenda-
tion of Fred Lane's committee on committees. By
paring down the massive, at times totally unwork-
able, committees we have had, we hope to provide
an opportunity for all committee members to par-
ticipate actively, to require active participation
from our committee members, and to purge from
committee lists those who are given a chance to
work and do not.
  An opportunity will be provided Sunday morn-
ing during the Annual Meeting this August for all
division committees to meet. With smaller com-
mittees and a gentle nudge from officers and coun-
cil members, we expect most division committees
to set plans for the year at that time.
          SECTION DEMOGRAPHICS
  About 2,000 members responded to a question-
naire in the Fall 1981 issue of Pro bate and Property
providing some preliminary information on who
our members are and what their interests are.

randomly selected sample of section members from
whom we seek a high percentage response. Con-
sideration is also being given to participation in a
professionally administered ABA sponsored survey
project which may give us a still better profile of
our members. It is hoped the data gathered will
assist the officers and council in structuring the sec-


tion and section activities to better serve our
members.
                LEGAL NEEDS
  The Legal Needs Committee, comprised of sev-
eral of our officers and most active members,
chaired by former Section Chairman Luther
Avery, met at some length and prepared a lengthy
report setting forth a menu of possible projects
for each division to facilitate the provision and use
of legal service which middle income people should
have and use principally involving residential real
estate transactions and estate planning. Each divi-
sion expects to complete an analysis of the report
and to make appropriate committee assignments
of projects suggested in the report by August.
           GENERATION SKIPPING
  The section, consistent with the policy position
of the ABA House of Delegates, continues to work
for repeal of the generation-skipping tax. At our
suggestion, many of our members have written
members of Congress in support of the repeal bills,
and many have received favorable responses.
Whether the repeal bills will move through Con-
gress this year is questionable but perhaps not im-
possible with continued strong, vocal support from
section members and others.
