The process of publishing Volume 29 of Policy Perspectives began with the first in-person meeting
of journal staff in nearly a year, just weeks after the CDC approved vaccines for all adults. After
two semesters of stay-at-home orders and online classes, interacting with our fellow classmates
face-to-face was like a breath of fresh air. We felt excited about the new opportunities for Volume
29 and set out on the shoulders of our predecessors determined to create the best journal that we
could. After soliciting dozens of articles from students past and present, and after months of work
fine-tuning the important policy messages they contained, we are proud to present this year's
edition of Policy Perspectives.
Our authors have distilled a wide variety of fascinating topics down to their most salient points to
provide guidance for policymakers and everyday folks alike. Policy Perspectives as always has
endeavored to include a variety of articles on important subjects. This year our featured articles
include reviews of vehicle tax policy, addiction, drinking water management, grantmaking, and
the HIPPA rule change. Additionally, our authors have proposed solutions to address the racial
wealth gap, reparations, proposed rent regulations, and the earned income tax credit.
We are especially grateful to our Associate Editors, for their diligent work to make this journal a
reality. Thank you, Linsi Goodin, Megan Johnson, Kody Keckler, Alexis Lewis, Alek Libbon,
Charlotte Mitchell, Seth Morrison, Talia Nusbaum, and Dalton Wells for contributing your time
and efforts. We are also grateful to our team of Senior Editors-past authors and editors of this
publication-who took the time to make this volume another successful link in the Policy
Perspectives chain. Thank you also to Brett Litzler, Executive Editor of Brief Policy Perspectives,
for your diligent stewardship of the blog and your dedication to expanding the format by
relaunching the WonkCast, hosted by William Somes to whom we are also incredibly grateful.
The staff and faculty of the Trachtenberg School have always been a large part of the success of
Policy Perspectives, and Volume 29 is no different. A sincere thank you goes out to our faculty
reviewers for providing their direction and expertise to our authors. Dr. Kathy Newcomer in
particular has been invaluable in her capacity as our advisor; we are grateful for her guidance and
care throughout this year. We are thankful for Dr. Mary Tschirhart, the Director of the
Trachtenberg School, for her constant championship of Policy Perspectives. Thank you also to
Pamela Brown for her administrative assistance and to Dolsy Smith for his assistance bringing
Policy Perspectives into the world via our website. Finally, thank you, the reader, for your curiosity
to explore these profound policy issues.
It has been our honor and privilege to serve as Editor-in-Chief and Managing Editor of Volume
29, and we are grateful to have the opportunity to showcase some of Trachtenberg School's best
and brightest. We hope these pieces will be as thought-provoking to you as they were to us.
