We began the journey to publish Volume 28 of Policy Perspectives only a few short months after the onset
of the Covid-19 global pandemic. We were met with so many uncertainties, not only about our publishing
process, but about the world around us. How was this going to impact citizens globally? And, because this
is a journal centered on public policy, how was policy going to help or hurt the situations in which so many
have found themselves? How would policy impact unemployment? Health care? The wage gap?
Immigration?
This edition of Policy Perspectives provides illuminating answers to these questions and many others. The
Covid-19 pandemic and the subsequent economic recession has disproportionately affected women
(especially women of color) and this topic is discussed in two of our articles, presenting perspectives on
paid family leave and the invisibility of women's unpaid labor. The pandemic has also shown us just how
small the world truly is. Issues like housing policy in Pakistan, community-driven development in
Afghanistan, and reservation policy in India show us that social problems far beyond our borders can
provide broadly applicable solutions. Volume 28 also tackles complex policy areas like immigration,
dietary guidelines, finance and banking oversight, and a new approach to impact evaluations. These articles
and the solutions presented truly encapsulate the motto of the Trachtenberg School: Doing good and doing
it well.
We are indebted to our incredible team of Associate Editors, without whom this journal would not be
possible. Thank you Niloofar Asgari, Tessa Atkinson-Adams, Alex Borkholder, Jason Cohn, Peter
Duyshart, Shabir Eman, Aleida Fernandez, Jack Nicholson, and Sydney Tepper for giving of your time and
talents. We are grateful to our team of Senior Editors--past authors and editors of this publication--who
took the time to make this volume another successful link in the Policy Perspectives chain. And thank you
to Olivia Shaffett, Executive Editor of Brief Policy Perspectives, for running the blog enterprise with the
care and nurturing it deserves.
The staff and faculty of the Trachtenberg School have always been a large part of the success of Policy
Perspectives, and Volume 28 is no different. A sincere thank you goes to our faculty reviewers for providing
their guidance and expertise to our authors. Dr. Kathy Newcomer in particular has been invaluable in her
capacity as our advisor; we are grateful for her advice and care throughout this year. We are thankful for
Dr. Mary Tschirhart, the Director of the Trachtenberg School, for her constant championship of Policy
Perspectives. Thank you to Pamela Brown, for answering any and all questions we had, and to Dolsy Smith,
for being the reason we can put Policy Perspectives into the world via our website.
It has been our honor and privilege to serve as Editor-in-Chief and Managing Editor of Volume 28, and we
are grateful to have the opportunity to showcase some of Trachtenberg School's best and brightest. We
hope these pieces will be as thought-provoking to you as they were to us.
