Dear Boss:
  You  recall a couple of weeks ago you asked me to jot down some com-
ments  and ideas regarding the zoning ordinance, based on  what I have
learned working across the counter from the public in the zoning adminis-
trator's office.
   I really don't know where to start, so why don't I just note for you the
things which spring to mind that have taken place since I have had this
assignment.  This morning,  for example, some  nice lady who   lives on
Spruce Drive was  very upset when I told her that it was all right for five
college students to rent the house next door to her, even though it was in
a single-family residential area. She said that she had read the zoning
ordinance, and rooming houses weren't permitted in single-family districts.
When  I pointed out that the definition of family permitted five unrelated
people to live together as a single family, she seemed particularly con-
fused. I agree that such a common term as family would have to possess
a rather unusual meaning to cover this situation. Don't you think that it
would be  a good idea to italicize the words which have a special meaning
in the zoning ordinance? In this way, this sweet lady would have realized
that these five unruly college students did constitute a family according
to the zoning ordinance.
  Maybe   I am getting a little old, Boss, but I never realized how bad my
eyesight was until I tried to use our zoning map. Don't you think that it
