G. A. COHEN is Chichele Professor of Social and
Political Theory and a Fellow of All Souls College,
Oxford. His most recent book is Self-Ownership,
Freedom, and Equality (Cambridge, 1995) and
he is a frequent contributor to Philosophy &
Public Affairs. The article that appears here is an
expanded  version of one of his 1996 Gifford
Lectures.
ALLEN BUcHANAN  is Joel Feinberg Professor of
Philosophy, Grainger Professor of Business
Ethics, and Professor of Medical Ethics at the
University of Wisconsin-Madison. He is the
author of Secession: The Morality of Political
Divorce from Fort Sumter to Lithuania and
Quebec (Westview, 1991) and a past contribuor
to Philosophy & Public Affairs.
TiM MULGAN  is a Lecturer in Philosophy at
the University of Otago in Dunedin, New Zeland.
He is writing a book on the demands of morality,
and is contributing to Philosophy & Public Affairs
for the first time.
LIAM B. MURPHY  is Assistant Professor of Law at
New  York University. His philosophical research
centers on legal, moral, and political philosophy,
and his book on moral demands  and noncompli-
ance is forthcoming from Oxford University Press.
He is a past contributor to Philosophy & Public
Affairs.
