After a year of preparation and coordination, the Peking University Law Journal,
edited by the Peking University Law School faculty and published by Hart Publishing,
is finally released. The publication of our first volume is a special moment and should
be celebrated and commemorated. On behalf of the Peking University Law School
and the Peking University Law Journal, I would like to express my sincere thanks to
our colleagues and friends from every corner of the world for their kind support in the
creation, review, publication, and distribution of the Journal.
The Chinese language companion to the Peking University Law Journal is the
renowned Zhongwai Faxue (+kh4L ). As the most important Chinese law journal,
and considered to have the best academic reputation in China, Zhongwai Faxue (+ 4+
ft ) has established a forum for academic exchange for the Chinese and global legal
community. It is the only Chinese law journal with the capacity to publish articles
written by scholars from other jurisdictions. As a result, Zhongwai Faxue (tFk
) has published many articles written by globally renowned legal scholars, and
accumulated extensive international academic expertise, laying the foundation for
exchange and cooperation between China and the outside world. In order to promote
academic exchange and cooperation between China and the global legal community,
in 2008 the Peking University Law School began publishing a serial English-language
publication entitled Peking University Journal of Legal Studies. This publication
featured articles originally written in English, rather than translated from Chinese.
Currently, we publish the Peking University Law Journal only after a thorough
English-language review of the articles. The Journal is published by our partner Hart
Publishing in Oxford, both in print and online editions.
The Peking University Law Journal is rooted in China, yet maintains a global
perspective. It is a timely exhibit of Chinese and international legal scholarship. It
examines legal issues with respect to the transition of Chinese society and the evolution
of China's legal system while at the same time, and through the unique Chinese
perspective, the journal interprets global issues relevant to China's peaceful rise. The
journal stands on the academic frontier for Chinese and international legal scholars to
explore the art and spirit of law through academic discussion. We have attempted to
create a forum for dialogue between the Chinese and international legal community
to fully communicate legal ideas and present legal scholarship. The Peking University
Law Journal adheres to the highest academic standards, and through our strict review
process, we select the finest works by the highest quality Chinese scholars, each with
substantial and lasting global influence. We also welcome colleagues from around the
world to contribute cutting-edge academic work that can inform the establishment
and development of rule of law in China. Furthermore, we welcome work that
displays a unique understanding of the legal systems and legal culture required for
peace, freedom and human development globally. Thanks to the generous support of
our authors and global audience, and the hard work of the editors and publisher, we
believe that Peking University Law Journal will quickly be established as a renowned
academic journal with considerable global impact in three to five years' time.
