      W ith approximately two years   remaining in his tenure as president, George W. Bush's
            administrative record is discussed from two perspectives. Noted presidential scholar
      James Pfiffner of George Mason University, citing President Bush's expectation that he would
      be remembered  as a wartime president, examines presidential initiatives in foreign policy,
      homeland security, intelligence reorganization, and the management of the war in Iraq and
      subsequent occupation. Although he secured the adoption of his policy objectives, according
      to the author, the president's implementation has proved weak, at best. Former Senior Execu-
      tive Service careerist Jonathan D. Breul of the IBM Center for the Business of Government, by
      contrast, focuses on the president's key administrative reforms, particularly those launched
      before the 9/11 attacks. Breul concludes that President Bush has applied business administra-
      tion techniques with aplomb, but therein lie his limitations.

         The reforms inspired by the New Public Management have emphasized performance and cost-
      effectiveness at the peril of other important values and considerations. Among these, according
      to the author, are individual civil rights, openness, and constitutional integrity. The essay
      asserts that the field of public administration has for too long sacrificed democratic-
      constitutional values in the name of cost-effectiveness and efficiency and should adopt impact
      statements and scorecards that forecast and measure the performance of policies and practices
      along these important dimensions. Similar reforms in the areas of environmentalism and
      federalism, among others, offer promising models.
