A Message to the Division's Members

pleasure and
honor for me to
assume the Chair
of our Division
after our first suc-
cessful year. At-

I look forward to following in his excellent
footsteps. I know that all of you will join me
in thanking Ernie again for all he has done
for the Division. We can only hope that he
will stay active with us so that our successful
efforts might continue.
Since this Newsletter is one of our Divi-
sion's best communication devices, I also
want to take the opportunity to use it to
comment on another individual whose ex-
traordinarily hard work and dedication often
goes unrecognized. Our Division's Director,
Dick Lynch, tirelessly keeps us functioning
and undertaking new and innovative pro-
jects. Simply put, we would not have been
created or survived without his unceasing,
and seemingly boundless, energy. How he
accomplishes all he does for our Division
and other critical ABA projects is almost
beyond comprehension. I know all of you
join me in thanking Dick for all that he has
so generously given to our Division and the
ABA.
We have accomplished an enormous
amount over the last year and we have an
ambitious year planned. We recruited new
members beyond our most optimistic expec-
tations: As of the end of August our total
membership had reached 3,698. We began
the formulation of a network with the State
bar public sector lawyer groups. We initiated
our first joint dues program with another
ABA Section. We published three terrific
issues of our Division newsletter. We organ-
ized receptions for government and public
sector lawyers at the Dallas Midyear and San

Francisco Annual Meetings. We obtained
ABA Board of Governors approval for the
presentation of the Hodson Award for Pub-
lic Service which we will present to an out-
standing government or public sector law
office at the 1993 Annual Meeting to honor
excellence in a public sector practice. We
organized and presented an enormously suc-
cessful Annual Meeting education program
on civil justice reform. And, we made it
easier for all of our ABA government and
public sector colleagues to attend ABA An-
nual Meetings by winning approval of a fifty
percent reduction in Annual Meeting Regis-
tration fees for these groups. I think we can
be enormously proud of such an auspicious
beginning.
In addition to continuing and significantly
building on all these outstanding efforts, one
of the major projects I hope we are able to
launch this year is a biannual Journal on
Lawyer Leadership and Management.
That will require a significant commitment
of time and resources but I am convinced
that government and public sector lawyers
have important experiences that deserve
sharing with one another and other mem-
bers of the profession. In launching this new
Journal during our second year of opera-
tions, I would like to invite all our members
to consider writing about experiences that
they think might be useful to other govern-
ment and public sector attorneys. In fact this
subject of communications among govern-
ment and public sector lawyers is a theme
about which I believe we need to give signifi-
cantly more attention.
To me one of the greatest values in par-
ticipating in the ABA and, in particular, our
Division, is the contact we make with some
of the country's finest attorneys. The net-
work our Division represents is an extraor-
dinarily valuable resource that we too often
under value. So I believe we need to share
with others in public sector practices the
success stories that each of us have found
particularly helpful to our practices. I hope
that we can apply a broad definition to the

concepts of leadership and management for
our Journal. For example, articles about
particular preventive law programs would
certainly demonstrate how public sector law-
yers are serving as leaders and demonstrat-
ing lawyer leadership. Other articles could
demonstrate how even the newest lawyer
needs to be a leader on behalf of his or her
clients. Other articles could focus on ways
through which working level lawyers might
better manage their individual practices.
We need to make this Journal appealing
and useful to all levels and to all segments of
our membership. And, most important,
each of us has experiences which can be
helpful to other lawyers in our segment of
the Bar.
I would like to touch on one other concept
about our Division. We have been very suc-
cessful in attracting a number of individuals
from a wide diversity of public sector prac-
tices who have been willing to make a com-
mitment of time to make the Division's ef-
forts worthwhile for all or us. Notwithstand-
ing that success, we are continually seeking
others to lend a hand. We would welcome
an article you might like to author. Or, if you
have a project that you think could contrib-
ute to the Division, let us know so that we
might help you get it organized. I want you
to join one of our existing committees and
hope you will just let us know which com-
mittee is of interest to you.
That brings me to the last point. Some of
our members may be unclear about the
purpose of our four Council meetings
throughout the year. For certain, they are to
transact the regular business of the Division.
But, just as importantly, they are occasions
for all our members to meet with their coun-
terparts and learn how to improve their
practices. Every member of the Division is
cordially welcome to attend our Council
meetings and to raise issues. Should you
