A Message From the Division's Chair

American lawyers view service in the pub-
lic interest as a small but important part of
their professional lives. For those of us in
public service, however, it is a full-time pro-
fessional and personal commitment. We
represent the citizens of this country and we
do so in a range of matters as diverse as the
number of stories in the morning news. As
Chair of the Government and Public Sector
Lawyers Division, l am proud of our diversity
and the dedication the members have shown
since the division was established last Au-
gust.
In a very short time, the Council and the
Division Officers, assisted by other mem-
bers: have achieved several initial goals and
have set a full agenda for the future.
For example, here you have the first
Issue of the Division Newsletter. We will use
the newsletter to communicate the progress
of various programs, advance the member-
ship effort and inform us all of upcoming
events.
We have made great progress in recruit-
ing members. I am pleased to report to you
that as of December, 1991. our members
number 2,745, already above our initial goal

of 2,500 members. It demonstrates that the
ABA-and the founders of this Division-
were right to recognize that a whole seg-
ment of attorneys in America were going
without professional representation, appre-
ciation, and support.
The Council has also established commit-
tees for the Division, and, at the November,
1991 Council meeting held in Washington,
D.C., assigned specific projects to each
Committee Chair. Some of you have already
joined committees. You will be hearing more
about this committee work In future Inues
of the Newsletter.
The Division has also moved quicdy on
substantive issues facing government law-
yers. You may have heard of the federal
government's proposal to sharply restic
participation by Executive Branch employ-
ees, including attorneys, in professional or-
ganizations. Through the efforts of Council
members Roland W. Burrs, Attorney Gen-
eral of illinois, Jack Tunheim, Chief Deputy
Attorney General of Minnesota, and myself,
a resolution permitting continued Involve-
ment by government lawyers in professional
associations was presented to the National
Association of At-
torneys General at
their recent Wirter
meeting. With the
advocacy of Council
members, this reso-
lution was adopted.
This achievement
was possible be-
cause we have attor-
neys in our Division
who are able, ac-
complished, and
highly respected In
the   profession.
These qualities will
infuse our future ac-
tivities and help in-
sure our success.

intend that our Division will be one in which
the members meet only once a year. We
need everybody to take an active part now.
There are three things which you can do
right now which wil contribute greatly to the
success of our first year.

Our Division intends to be the first ABA
entity to compile and distribute a compre-
hensive directory of all of its members. If you
have not received a Census Form you will
find a copy of it in this Newsletter, Please

The committees are the workhorses of
the Division. I have already made a number
of appointments to committees. but I urge
you to review the list of committees in this
newsletter and to request appointment to
the one which catches your interest (a Com-
mittee Sign-Up Sheet is reprinted in this
Newsletter after the Committee rosters). If
you do not have a Committee assignment.

We have a large pool of prospective mem-
bers. They are your friends and colleagues.
They can be found across the hall and across
the courtroom. Circulate this newsletter
(that is why we have called it Pass It On)
in your office and ask at least one of your
government attorney colleagues to join the
Division (A Division Membership Applica-
tion Form is Reprinted in this Newsletter).
There is the potential for this Division to
become one of the largest and most influen-
tial groups in the American Bar Association
As a charter member, you will be able to say
you were there at the creation.
