CHAIRMAN'S COLUMN
To the members of the Section of Judicial Administration:
   I want to devote this column entirely to our member-
ship campaign,  which is outlined in the neighboring
column by our Membership Committee Chairman,  Judge
Finley.
   The growing  scope of Section activities and other
effective contributions to the administration of justice
the country over are noteworthy accomplishments and
service to the nation's lawyers and judges and to the
public at large. I can note only one deficiency in our
program  and prospects for increasing its effectiveness.
                            The work  of the Section
                          is not supported by a suffi-
                          cient number of the mem-
                          bers of the Association.
                            It is understandable that
                         with the many  demands  on
                         lawyers and judges in their
                         own  communities,  most of
                         us cannot do much  at a na-
                         tional level. But regardless
                         of  the extent, if any, to
      David W. Peck      which  anyone  can partici-
                         pate in the work of the Sec-
tion, all lawyers and judges should recognize the impor-
tance of that work to Bench and Bar everywhere. I would
think therefore that with a moment's reflection on being
invited to join the Section, nearly every member of the
American  Bar  Association would be glad to join, as
surely the administration of justice is a matter of interest
to all lawyers, whatever their special or personal intert-t
may  be. Certainly all judges who are members of the
Association should be members of the Section.
  The  Section dues are nominal, in the amount of $3.00.
A  large membership even  with these small dues can
provide the Section with needed financing. Of equal
importance is to have on our  membership  rolls, and
thus identified with the Section, as many members of
the ABA  as we can get.
  You  will find attached to this newsletter a member-
ship application. May I ask through this column, each
member  of the Section to use this application to bring
in at least one additional member. It is so easy to do.
All you have to do is put the application in your pocket


and  extend the invitation to the next member of the
Association you meet. He  will almost surely sign up
forthwith, and you will have made a very worthwhile
contribution to the Section. I would be pleased if you
would  return this application to me personally at my
office, 48 Wall Street, New York, New York 10005. If
you are willing to take a hand at bringing in more than
one other member to the Section, I would be happy to
send you as many  more applications as you think that
you might use.


       MEMBERSHIP DRIVE LAUNCHED
         TOWARD GOAL OF 10,000

                Olympia, Washington
  The  goal of the membership  committee  is 10,000
members  for the Section of Judicial Administration.
Considering a) the significance of the work and pro-
gramming  of the Section, b) its record of constructive
contributions in improving judicial administration and
the administration of justice in the United States, and
c) with the interest and ideals of lawyers, judges, and
law teachers definitely and demonstrably along these
lines, I am not only hopeful about the goal of 10,000,
                         I am  optimistic that it can
                         be, should be, and will be
                         accomplished. My reasoning
                         is fairly simple:
                            First, increasing the mem-
                         bership of  the Section of
                         Judicial Administration is
                         mportant, not just in terms
                         of numbers.  The goal is a
                         constructive one because it
                         will mean,   among  other
                         things, a substantially larger
budget, strengthening the taff, and the effectiveness of
the program and the work >f the Section. The program-
ming  of the Section, part cularly in recent years, has
provided incentive, inform tion, know-how, and helpful
assistance in achieving not vorthy improvements in the
courts and the administratic i of justice in many juris-
dictions. This has been in tei is of structure, personnel,
operations and more efficient ianagement and adminis-
