   The President, Jack Kemp and others
in the Republican coalition think of an
America of families where the emphasis
is on  individual freedom, the entre-
preneur and opportunity.
  When  you stress the idea of 'America
as a family. with an emphasis on the
individual's obligation to the whole
society, you imply a different vision.
E  There is no Republican alive who exceeds my commitment
to individual initiative, my ardor for it or my experience with
it. That is my whole life. That was my father's life and my
mother's life. They made it by hard work.
  I'm the governor, not because I inherited it, not because
anybody left it to me, or because government wanted me to be
Governor. I'm Governor because I did it the old fashioned way,
I earned it.
  On the other hand, I understand that this society is at its very
best when it helps itself by having its people help one another.
It comes down to a matter of degree. How much help? To whom?
  Would they deny government's capacity to help Continental
Illinois bank? No, we saw them use that capacity. Would they
suggest that that capacity was an inordinate application of the
principal of mutuality or family? Some ask why should the
taxpayers have taken care of Continental Illinois? Because we're
trying to promote private initiative? Because we're trying to teach
a little Darwinism? Or, because when the boys are in trouble

                    U  Governor  Mario Cuomo  stresses the
                    idea of America as a family and the
                    individual's obligation to the society.
                      You emphasize individual freedom, the
                    entrepreneur and the opportunity society.
                      What  is your view of the good person
                    and the good society?
                        First of all, let me pay respect to
                    Cuomo's   statement of America  as a
family. I would agree with him that we are one people, one
nation, one family. There is a sense of the common good that
does not subtract from the idea that we are also made up of
families and have individual differences.
  The  good society is a society in which an individual can
maximize  his or her potential, but man is a social being and
that does not preclude cooperation. To use the example of a foot-
ball team, one is not prevented from serving one's own ends,
but even serves those ends better by sublimating extremely
individualistic behavior to the overall good of that team.
  In campus speeches, I've used the example of Reggie Jackson
hitting three home runs in the same game back in 1976. I asked,
rhetorically, what do you think would have happened to Reggie
Jackson if the IRS came and said that it was really unfair that
he was making as much  money as he does and we decided to
redistribute it equally to all the players on the New York Yankee
team? A  student raised his hand and said, I think he'd hit
singles, and not home runs!
