ensure that, someday, victims would never
be more than a telephone call away from
help, and that, someday 1itims and wit-
nesses would be Vreated as respected part-
ners in the pursuit ofjustite.

Pursuing the Promise
    In pursuit of that promise, NOVA has
fought and won tnany victories. Some ofits
most historic triumphs have been:

NOVAWant to Do      ore
    As it looks forward to the year 2003, the
NOVA   Board wants to ensure that a consti-
tutional amendnent rm the United States is
passed by 2005.
    It wants to make sure that all new victim
advocates (volunteers or paid staff) are
properlytrained in victim services-with or
without college educations, but always with
national credentials.
    It wants to make sure that victim adv o-
cates have opportunities to serve victims
of crime and crises in the United States and


around the world. That means expanding
the borders of our minds to include diverse
populations and diverse languages.
    And  the Board wants to pursue the
promise -full, accessible services, and fill
rights -everywhere.

Help Fulfill the Promise to Victims!
    We  invite you to our 231 annual Na-
tional Forum on Victim Rights in Washing-
ton, DC on April 4* h see our Website for

    Come  to our 29m annual North Ameri-
can Victim Assistance (onference in New
Orleans, August 24-30 and learn how others
are providing services and promoting vic-
