AN   OVERVIEW OF CHILD JUSTICE ADMINISTRATION
      UNDER THE CHILD RIGHTS LEGISLATION IN
                              NIGERIA

I.      Introduction
Legislation  on  Child  Rights   in Nigeria  consists  of the  Child's
Rights  Act 2003  (CRA),   and the Child  Rights Laws   (CRLs)   of the
various  States  of the Federation.   Part XX   of the  CRA(sections
204  - 238)and  the corresponding   Parts and  sections of the various
CRLs,   provide   for Child Justice Administration,   which   has now
replaced  the Juvenile   Justice Administration, which had been
in  existence in the various parts of the country  for  well  over  six
decades.'

Implementation Committee; etc.; being the expanded text of a paper earlier delivered
at the UNICEF/NHRC Meeting on A Study of Remand Homes, Using the
Measurement of Juvenile Justice Indicators, held at Abuja, 4 - 6 August 2009.
    Since July 1946, via the Children and Young Persons Act, (CYPA), Cap.
    32, Vol. I, Laws of the Federation of Nigeria and Lagos, 1958. The relevant
    provisions are contained in its Part II, that is, sections 3 - 16. But since the
    operation of the 1979 Constitution, the matters relating to children has been
    transferred to the Residual List of Legislative powers. Accordingly, States now
    have the power to legislate on matters affecting children, with the CYPA since
    becoming just a model legislation for the States.
