FOREWORD
This issue of The New Yugoslav Law is devoted to the First Con-
gress of Jurists of Yugoslavia exclusively. The questions which were dealt with
at this Congress included: a) The Role of Law and Jurists in the Social Orga-
nization of Yugoslavia; b) Codification in the Domain of Economic Law; c)
Crime in the Economy; d) Some Problems of Justice (economic judicature, the
method of operation of the lawcourts, social control of the the work of law-
courts, the participation of citizens in judicature); e)-Regarding the Principles
of Labour Law; f) Regarding the Principles of the General Administrative Pro-
cedure. The first theme was the general and the all- important one, and it was
considered, on the basis of two papers, in the Plenum of the Congress. The
other themes were considered by special commissions on the basis of a master
paper and a series of special papers which were written and published pre-
viously. In sum, over 6o different papers were submitted to the Congress some
of which amounted to real studies.
The Congress had aroused a considerable interest not only among jurists
but among the broader public. Out of a membership of 9,ooo, the Congress
was attended by 3,000 jurists (the Association's membership embraces but one-
half of a total 16,ooo jurists). In addition to its general interest and the consi-
derable number of papers, the Congress was marked 6y open, bold and free
discussions. The Congress completed its work by adopting a Resolution on the
role of Law and jurists and by stating its conclusions on all the themes consi-
dered. The relevant texts have appeared in our previous issue (No. 3-4
jor 1954).
The present issue contains summaries and quotations from the most
important papers as they appeared in the central review of the juridical and
social sciences in Yugoslavia, Arhiv za Pravne i Dru~tvene Nauke (The
Archive for Juridical and Social Sciences). In addition, a survey is given of the
entire work of the Congress, with brief indications of the individual ideas as
upheld by the speakers at the Congress. Although the value and range of the
