EDITORIAL NOTE
There are two elements commanding special interest in connection
with the realization of the institutional and legal changes, adjustments
and new forms which the new Yugoslav Constitution has necessitated
since its promulgation in 1963.  The first element involves the new
function and working method of Yugoslav representative bodies, es-
pecially of the Federal Assembly as the highest representative body of
the federation. For some time there had been a tendency in Yugoslavia
to have the assemblies as the widest representative bodies placed in the
centre of the process of political decision making and of political control
of the work of the executive and administrative authorities. With that
object in view, under the latest reform the representative bodies were
made to include, beside the Deputies representing the political society,
also persons active in different sectors of economic, educational, scien-
tific, social, health and administrative activities. Such a structure of these
bodies is intended to bring the process of work and thought nearer to
political decisions, to have political decisions be an expression of new
experiences. Besides, the introduction of this assembly system reflects
the continuance of the debureaucratization process of the mechanism of
state and of the changed status and function of the League of Com-
munists in relations of state and authority. A substantive assembly rep-
resents the factor of demonopolization  and  radical modification  of
party rule. With the advent of the new Constitution, the assemblies
proceeded to give practical effect, too, to this function of theirs. They
have tried to organize themselves and to act on those lines, to vivify
political life and not only to bring the centre of decision making nearer
to the assembly but 'to have the assembly assimilate that centre and
