EDITORIAL NOTE
In the realms of law and jurisprudence, the current period in Yugo-
slavia is one characterized by the following developments: a) the inau-
guration of some new institutions as provided for by the Constitution
of 1963 and a generalized action to apply the Constitution; and b) a
revision of the legal system built up over the past twenty years and its
coordination with the new principles and institutions of this, the third
Yugoslav Constitution.
The evolution registered in those directions forms the theme of this
issue of our review, and efforts will be maintained to keep the foreign
reader informed about its further progress with the aid of suitable studies
and documentation.
This issue brings a treatise by our Chief Editor devoted to considera-
tion of the links between ideas and practice underlying the making of
the new Yugoslav Constitution. Tracing the anatomy of a real process,
the author also takes a wider theoretical view of his subject against the
background of history, introductory to analysing the problems of the
application of the new Yugoslav Constitution.
Constitutional Courts commanding, no doubt, the greatest attention
among the new institutions of the Yugoslav constitutional system, addi-
tional documentation is provided about them in this issue of our review.
The text of the Law of the Constitutional Court of Yugoslavia will, in
fact, be found in these pages, accompanied by a comment from an
author who took part in the making of that Law and is today a Judge
of the Court in question.

and generally of the work of coordinating legislation with the Consti-
