EDITORIAL NOTE
The Editors have requested the member of the Editorial Board
of our review Vladimir Simie, one of the most eminent Yugoslav
jurists and Vice-President of the Federal People's Assembly, to preface
,this issue which carries abstracts of the works communicated
at the Conference of Yugoslav specialists in international law
and  international relations. The Conference was held    at the
Institute pf International Politics and Economy, which has a special
section devoted to international problems not only from their econo-
mic and political, but legal aspect. Yugoslavia has her apposite place
in championing the ideas and needs of guarding and promoting law
and legality as the guarantees of peace between nations, of active
coexistence between countries with a different social and  political
organization and generally as the condition  and  guarantee of that
international cooperation without which today not only can there be
no social progress, but the conditions for the existence of the con-
temporary society and the contemporary civilization.
Besides dealing with certain fresh aspects and  institutions of
international law correspond to such a policy of the country, Yugoslav
jurists participate, within their possibilities and knowledge, also in
propagating and promoting the classical principles and institutions
upon which the democratic and civilized law of the contemporary
international community is and has to based. Many of our foreign
readers had been showing an interest and understanding  for such
efforts and aspirations of Yugoslav jurists. In response to these desi-
