To change the odds for young men of color, it is impor-
tant that we move beyond looking at risk factors to iden-
tifying those opportunity factors that play a critical role

Striving for racial equity-a world where race is no long-
er a factor in the distribution of opportunity-is a matter
of social justice. But moving toward racial equity can gen-
erate significant economic returns as well. When people
face barriers to achieving their full potential, the loss of
talent, creativity, energy, and productivity is a burden not
only for those disadvantaged, but for communities, busi-
nesses, governments, and the economy as a whole.

Deliberative engagement begins with the recognition of
the underlying values inherent to public problems and
focuses on developing mutual understanding and genu-
ine interaction across perspectives, which then provides a
base to support the constant adjustment, negotiation, and
creativity required to tackle wicked problems.

In the city of Fort Collins, citizens expect to be engaged
by their government on matters large and small. At the
same  time, local government, particularly city govern-
ment, has intentionally sought to create an organizational
culture that not only values but also mandates resident
engagement. Both resident expectations and government
culture have evolved to reinforce one another.

Over the years, the topics have changed, as have the tech-
nology and means of communication, but the goal of the
Kettering Foundation's Public Voice program has always
been the same-to demonstrate to elected and appointed
officials at various levels of government that there is a
public voice quite different from the slogans and angry
rhetoric that we typically encounter in the news media,
especially around election time.
