                              EDITORIAL

ROAD SAFETY is one of the most pressing of topical problems towards the solution
of which much attention and thought is being directed. As a general proposition it
is doubtful whether further legislation of a restrictive or punitive nature will bring
about much improvement in morbidity. A constructive aid, however, to safety
has undoubtedly been made with the issue of new regulations as to the rear lighting
of vehicles and the only criticism which can be made is that they will not be univers-
ally immediately applicable. To those who have to deal with the technicalities of
road accidents it has been obvious for some time that the existing statutory rear
lighting was quite inadequate if sufficient warning was to be given to the driver of
the modem fast vehicle. This was particularly so with regard to slower moving
heavy vehicles and there have been many instances-particularly of motor cyclists-
of failure to realize in time that a vehicle in front was in fact stationary. At night
it may be difficult for the human eye to appreciate movement if there is nothing visible
other than a dim light to which to relate it. The new bright and larger rear lights
will at least accentuate the consciousness of the possibility of danger.. The human
element is the weak link in the chain of safety and any mechanical aid to strengthen
this weakness is welcome. By such positive measures will road safety be enhanced
and those responsible must always be on the look out for means of keeping all road
users alerted to the dangers intrinsic in the motoring age. Where there is default
on the part of the road user whether it be drunkenness in any degree, vehicle neglect
or driving or walking carelessness the law of course must be enforced, but the vast
majority of everyday sober and careful drivers, riders and walkers must be given
every encouragement and aid to their mutual safety.'
