EDITOR'S NOTE
This is the first issue of Media Law & Policy for the 1997-
98 school year. This, as well as all previous issues of Media
Law & Policy, is currently available on the World Wide Web
(http://www.nyls.edu). This issue is our Second Annual Student
Issue. The articles developed from students' work in Professor
Allen Hammond's Media Law Seminar, which focused on
Internet law. Because of the extent and completeness of the
articles submitted for publication, this issue contains three
articles; our upcoming Winter 1997-98 issue will contain one
additional student article.
Media Law & Policy and the Communications Media
Center at New York Law School provide a forum for discussion
and information on media and communications law. The
Communications Media Center produces seminars and
roundtable discussions on important communications and media
law issues. Within the past year, the Center has produced
panels on the FCC's Interconnection Orders, and the future of
cable franchising.
Thanks are extended to our sponsors, the Communications

ARTICLE SUBMISSIONS
Media Law & Policy accepts articles from professionals
and academics in the field. Articles from law school students
are also welcome. Submissions should be approximately 5-20
double spaced pages in length and should be submitted in
printed form and on an IBM compatible Microsoft Word or
WordPerfect disk. Submissions will not be returned and are
