EDITOR'S NOTE
This edition of Media Law & Policy is dedicated in
large part to the issue of foreign ownership limitations in
the various communications industries. While the materials
approach this topic from the perspective of the current law,
as codified in the 1934 Communications Act, the law may
soon change. The Senate and House telecommunications
bills, S.652 and H.R. 1555 respectively, are now in
conference committee and await final disposition. Both
bills retain the 20 percent foreign ownership restriction in
broadcasting, but would ease the prohibition based on
reciprocity in other nations. Either would repeal the ban
on foreign ownership of telephone companies. These
possible modifications should be kept in mind because
they are fundamental to the rapidly evolving policy that is
at the heart of this publication
