Success in this undertaking will depend upon the co-operation and support of the legislators, and upon the effectiveness of the service which this organization can supply. The Association accordingly invites its Councilors, and 9 the state Legislative Reference Bureaus, to apply to the Director for sources of information regarding any legisla- tive subject. It must be understood that this undertaking is still in its.initial phase. The service which the Director is able to provide at this time may not attain to perfection. Nevertheless, the Association hopes, by the fulfillment of plans now under consideration, to lay the foundation for a service which will be of such significance that anyone who bestows effort and assistance upon it at this time, will de- rive an amount of satisfaction which will amply repay him.
