ANNEX 1170.
TRANSFERS IN THE BUDGET FOR 1929.
MEMORANDUM BY THE SECRETARY-GENERAL, SUBMITTED TO THE COUNCIL
ON SEPTEMBER 19TH, 1929.
i. As the result of the conversion of a certain number of temporary into permanent contracts,
and the admission of officials to the Staff Provident Fund, with retroactive effect, under a decision
passed by the Ninth Assembly the amount included in Item 5 of the Budget for i929 for the
Staff Provident Fund will doubtless prove insufficient, and an additional amount of 2o,ooo francs
will be required before the end of the year. In order not to inflate the Budget, the provision for
the Staff Provident Fund has never been calculated on the assumption that all the officials whose
posts were provided for in the Budget would necessarily belong to the fund.
2. It is also probable that the appropriation for the travelling expenses of the Secretariat
will not meet the requirements till the end of the year, since, in addition to the usual short journeys
undertaken by the officials of the League, a certain number of missions have been or will be sent
to countries overseas. An additional sum of 2o,ooo francs should therefore be added to Item 8 of
the Budget for the present year.
3. Owing to the development of the League and the endeavour to concentrate more and more
the printing of certain documents in the Official Journal, the size of this publication has been
