Spring 1984


        FRENCH SUPREME COURT
        WILL VISIT NEW ORLEANS
     Tne Chief Justice of the French Supreme Court and the
 Minister of Justice in the French Cabinet will visit New
 Orleans November 1-4, as part of a Franco-Louisiana Judicial
 Seminar coordinated by the Orleans Criminal District Court.
     Seminar subjects will include Historical Prospection of
 Franco-Louisiana Law, Current Treaty Between United
 States and France and Comparative Legal Reasoning.
    The French delegation will include: Mme. Rozez, Premier
 President de la Cour de Cassation; M. Badinter, Ministre de Ia
 Justice; and, M. Danet, Batonnier de Paris. Among the U.S.
 speakers will be Chief Justice John A. Dixon, Jr.; and Judge
 Al Tate, United States Court of Appeals, 5th Circuit.
    Official hosts of the Seminar and events include: the City
of New Orleans; the State of Louisiana; the United States
Court of Appeals, 5th Circuit; the United States District Court,
Eastern District of Louisiana; the Supreme Court of Louisiana,
the Louisiana Courts of Appeal; Orleans Civil District Court,
Orleans Criminal District Court; the Louisiana State Museum;
Louisiana State University School of Law; Tulane University;
and Loyola University of the South.
    Other events will include an address by Ernest N. Morial,
Mayor, City of New Orleans; a special private showing of the
Sun King Exhibit; a banquet hosted by Edwin W. Edwards,
Governor, State of Louisiana; a Franco-Louisiana Judicial Day
at the World's Fair; ard, a gala Renaissance Ball.

        CRITERIA FOR APPELLATE
 JUDGESHIP             REQUESTS            STUDIED
    Judge James C. G otta, Fourth Circuit of Appeal, will
chair a new 11 member committee appointed by the Louisiana
Supreme Court to develop and implement a system of
evaluating requests for new appellate judgeships.
    The new committee will follow in the footsteps of the
highly successful district court committee which has for the
last five years evaluated requests for new district court
judgeships. The criteria formulated and the process developea
by this committee chaired by Judge Thomas W. Tanner, 22nd
Judicial District Court. and staffed by Dr. Hugh M. Collins,
Deputy Judicial Administrator, has become the basis for a set
of guidelines, Assessing the Need for Judicial Resources,
distributed nationwide by the National Center for State Courts.

         JUDGES EARN MASTERS
           IN JUDICIAL PROCESS
     Associate Justice James L. Dennis and 3rd Circuit Court
 of Appeal Judge P. J. Laborde, Jr. have recently completed all
 of the requirements for the prestigious Master of Laws in
 Judicial Process and were awarded degrees by the University
 of Virginia Law School in Charlottesville, Virginia.
     Justice Dennis and Judge Laborde were two of only thirty
 state and federal judges nationwide to be admitted to the
 1982-83 class and two of 26 of that class to earn a master's
 degree. Participants were required to complete two summer
 courses of study equivalent to two regular academic semesters
 and to submit a thesis within the academic year following the
 second summer session, Each participating judge attended
 four hours of class daily and did another three to four hours of
 preparation each night for the next day's class.
     Folowing a second summer session Justice Dennis and
 Jude Laborde each submitted a thesis. Judge Laborde chose
 as his topic Death with Dignity: A Proposed Natural Death
 Act for Louisiana', a subject of considerable national attention
 in recent years.

 COMMITTEE APPOINTED TO STUDY
 CAMERAS IN APPELLATE COURTS
    Chief Justice John A. Dixon, Jr. has appointed a 16
member committee to consider admitting cameras into the Ap-
pellate Courts of Louisiana. The committee, chaired by First
Circuit Court of A 1pea Judge Melvin A. Shortess, is compos-
ed of representatiyes from the Louisiana Supreme Court, the
five Circuit Courts of Appeal, the print media, television, and
radio.
    According to the National Center for State Courts, 38
states currently allow cameras into some or all of their courts.
The American Bar Association Code of Judicial Conduct was
recently rivised to permit caieras in the courtroom.
    The Louisiana Code of Judicial Conduct forbids cameras
in all courts in the state except for ceremonial occasions or
specifical y designated educational purposes.
    Cameras have been allowed to record the proceedings of
the Louisiana Supreme Court on 3 occasions and from
February 1978 to May 1980 a special cameras in courtroom
pilot project in the court of Judge Guy Humphries (now
retired) of the 9th Judicial District, Rapides Parish, was allow-
