            Judge Farr is Elected
 Chairman of Judiciary Commission
    Judge Robert T. Farr of the Fourth Judicial District
(Ouachita and Morehouse Parishes) has been elected
Chairman of the nine-member Judiciary Commission of
Louisiana.
    Farr, who was appointed to the Commission by the
Louisiana Supreme Court in January, 1980, succeeds Metairie
attorney Don J. Dupepe, who remains on the Commission.
    New Orleans business executive William J. Childress was
reelected Vice-Chairman of the Commission.
    A native of Monroe, Judge Far has served as district
judge since 1968. His father, the late R. Dan Farr, served as
Clerk of the Fourth Judicial District for 23 years. Prior to

   Houma Court Explains Procedure
   In an effort to publicize and explain procedures in Small
Claims Court of Houma, City Court Judge Jude Thaddeus
Fanguy has had a pamphlet printed entitled How To Use the
Small Claims Court in City Court of Houma.
    While making it clear that the pamphlet is for
informational purposes only and that if legal advice is needed,
an Attorney should be contacted, the instruction booklet
explains what a Small Claims Court is; who may sue and be
sued; the sorts of suits that may be filed; where to go to file;
how to begin the process of filing suit and what monetary
limits to the suit are permissible; and follow-up after the suit.
There is even a brief summary of how to prepare for the trial
with admonitions to gather together all important papers and
documents related to your case. And what to do on the day
of the trial, if you are the defendant; if you are the
plaintiff.
    The five area banks in Houma have agreed to mail out
copies of the pamphlet in their monthly statements and will
make them available in their lobbies. It is expected that
65,000 copies will be distributed.
           NCSC Announces 1982
               Paver Competition

   Chief Justice Addresses Seminar
   Chief Justice John A Dixon, Jr. welcomed participants to
a Workshop on Improving Court Management held recently in
Shreveport.
    Judges and Court Administrators statwide gathered to
the three-day session ending on February 17. Sponsored by
the Institute for Court Management (ICM), the seminar
sessions focused on caseflow management; and administration
in a court environment with emphasis on recent developments
and research in the field of court administration.
    Chief Justice Dixon and the Caddo Parish Police Jury were
instrumental in obtaining a grant from the Frost Foundation,
formerly of Shreveport, for presentation of this program.
    Faculty for the workshop included R. Dale Lefever,
Management Consultant, Applied Theory Inc., Ann Arbor,
Michigan; Barry Mahoney, Director of Research, ICM; and
Harvey Solomon, Executive Director, ICM.
    Organized in 1970, the Institute for Court Management is
sponsored by the American Bar Association, the American
Judicature Society, and the Institute of Judicial
Administration. Assisting courts in improving their
management is the primary goal of the Institute. Major
activities include presenting education and training programs,
both on a national basis and on-site for specific states or
jurisdictions; conducting research and studies; and publishing
a professional periodical, The Justice System Journal.

Law Day USA Update . ..
    Plans for celebration of Law Day XXV: A Generation of
Progress are moving rapidly.
    Item. President Ronald Reagan will sign the Law Day
Proclamation in a ceremony at the White House on Friday,
April 16.
    Item. U. S. News and World Report, Time and
Newsweek have agreed to run full-page public service
advertisements in support of Law Day.
    Item. The Advertising Council has accepted the 1982
Law Day Campaign for inclusion in the Council's Public
Service Advertising Bulletin for March-April, 1982. This
means that in your approach to newspapers, television and
radio you may state that the project has been accepted by the
Council as a public service and is to be listed in the Bulletin.
