Introductory Statement
Ten years ago, at the annual meeting of the American Society of
Criminology in Toronto, I witnessed an interchange that I have never
forgotten. The discussant in a session concerning corrections severely chas-
tised one of the panelists who had delivered a paper involving a discriminant
function analysis. In the discussant's view, practicing the black art of
quantification only interfered with theoretical understanding. Indeed, we
have come a long way since.
During the last decade the level of quantitative sophistication (and
appreciation, for that matter) has increased significantly in criminology. To
a great degree, the growing interest in criminal justice issues among techni-
cally trained researchers from peripheral disciplines has brought the state
of the art to a much higher plane. This has been a positive trend. The theory
of deterrence, for example, has been crystallized by the input of
econometricians, just as our understanding of criminal career patterns has
benefited from the modeling efforts of operations researchers.
The mounting literature in quantitative criminology has, unfortunately,
been fragmented over a number of journals outside of the discipline, which
has retarded the development of a unified body of knowledge. Hopefully,
the establishment of the Journal of Quantitative Criminology will provide a
needed forum to bring together empirical and methodological advances
being made in a number of scholarly traditions.
The Journal of Quantitative Criminology is a refereed publication of
empirical, methodological, and evaluation research in crime and justice. As
evidenced by this inaugural issue, the substantive themes and the quantita-
tive approaches welcomed by the journal are quite diverse. The journal will
mix in each issue papers that make substantive contributions with those
that assume a more methodological posture. The journal will highlight
pioneering criminological research from fields as varied as economics,
geography, operations research, political science, psychology, and
sociology. Though the first few issues will eventually describe best the
editorial scope and policy, we invite papers both that apply traditional
statistical methods in a rigorous or unique manner to important criminologi-
cal concerns and that explore primarily methodological issues important
