On petition for writ of certiorari to the United States Court of Appeals for the Tenth Circuit. Petition for writ of certiorari granted. Judgment vacated, and case remanded to the United States Court of Appeals for the Tenth Circuit for further con- sideration in light of New Process Steel, L. P. v. NLRB, 560 U. S. (2010). No. 09-9085. Richard Lee, Petitioner v. United States. On petition for writ of certiorari to the United States Court of Appeals for the Seventh Circuit.
