    mittee countered the arguments made by North Carolina
    Central University, which had sought to overturn the penalties
    that were administered in a previous ruling by the Committee
    on Infractions.

    Compensation
    As colleges and universities and student-athletes await the long-
    anticipated decisionfom U.S. District Court Judge Claudia
    Wilken in Alston v. NCAA regarding whether scholarship
    limits imposed by the NCAA violate anti-trust laws, a bill
    introduced in the State of Washington could provide student-
    athletes in the state with the opportunity to be paid by sponsors
    or companies seeking their endorsement while they are playing
    for a university or college in the state.

1 NCAA Reviews Anti-Doping Policies,
    Proposes Fairer Sanctions
    At the end of last year, the NCAA Committee on Competitive
    Safeguards and MedicalAspects of Sports (the Committee'),
    which recommends anti-doping policies and procedures to
    the NCAA Board of Governors as well as hears drug-testing
    appeals, reevaluated the NCAA' Anti-Doping Program (the
    Program') at its meeting in December Having reviewed 'data
    and various scenarios' the Committee felt that the application
    of the Program left open the possibility of inconsistent penalty
    lengthsfor student-athletes who tested positive for a prohibited
    substance that was not an illicit drug.

    Missouri, University Appeals While Senator
    Urges Review
    The shock and awe of the Committee of Infractions' decision to
    severely punish the University of Missouri for academic miscon-
    duct led to a predictable appealfrom the university.
