Johnston: Introduction to Festschrift II


                             INTRODUCTION

       When  I first began working at Georgia State Law, Julian's first Festschrift
Symposium   had just taken place and the Urban Lawyer had published the resulting
articles in a special edition titled A 2020 View of Urban  Infrastructure: A
Festschrift Symposium in Honor of Julian Conrad Juergensmeyer on the Occasion
of His 45th Year of Teaching Law. Julian's retirement this year, in 2020, has given
us the opportunity to reflect on Festschrift I's predictions and honor his 55-year
teaching career and legacy in infrastructure finance.

       Festschrift II features several tributes written by Julian's dearest friends and
colleagues, and numerous  articles on a wide range of topics including: an urgent
call to change land use law and regulation; assessments on the state of growth
management   programs; cities as international legal authorities; cities and climate
change;  environmental protection through  urban planning; affordable housing
policies in England, U.S., Brazil and France; seniors and housing; sustainable urban
development;  historic preservation; transport sustainability and equitable access.
This edition also features articles on topics that were certainly not top of mind ten
years ago, but are today - pandemic planning and regulating micromobility.

       It has been a great privilege to serve as the Managing Editor for Festschrift
II- International Perspectives on Urban Law and Policy. Working for Julian over
the last decade has been the most rewarding period of my career. Not only have I
had the amazing opportunity to study land use under one of the world's foremost
experts, I had the opportunity to do it traveling the world with him through our
Study Space  Program  - experiencing urban problems firsthand and learning from
local experts. Just as you will read in every tribute written for this edition, Julian
has been more than a boss or a mentor to me - he is a dear friend. Julian - I'm going
to miss working with you on a daily basis, but I promise to continue building upon
the incredible legacy you have created at Georgia State Law.

       I hope you enjoy reading all the tributes and articles as much as I did.
