On behalf of the editors of The Journal of Arts Management, Law, and Society, I am pleased to
present the second annual graduate student issue dedicated to the memory of our founder, Judith
Huggins Balfe. This issue includes the scholarly work of a host of students enrolled in, or who
recently graduated from, programs in arts management, economics, arts education, and cultural
policy across the United States and Europe. These authors represent a wide range of research
interests, spanning topics from international cultural engagement; the role of higher education
institutions in state-level arts funding and policy; community building through the creation of
social capital via arts participation; heritage conservation and preservation; and an assessment
of economic models for examining the effectiveness of the growing popularity of international
arts-touring programs.
   The first article, entitled How the Arts Generate Social Capital to Foster Intergroup Social
Cohesion, is by Dahyun Lee, a PhD candidate in Arts Policy and Administration at The Ohio
State University. Her research interests revolve around the theoretical and practical issues in
international cultural engagement and the relationship between arts participation and community
development. Through a case study of the Guernica Peace Mural Project (GPMP) involving groups
of Americans and Somalis in Columbus, Ohio, Ms. Lee explores how participatory community
arts generate social capital to promote intergroup social cohesion. In this study she traces how
the new kind of social capital, referred to as bridge-bonding, can work to bridge the differences
of the American/Somali groups and bond them into a cohesive multicultural community.
   The next article is by Katherine Preston Keeney, a doctoral candidate for Public Administration
and Policy at the Center for Public Administration and Policy at Virginia Tech. Her research
interests bridge arts management and public policy. Her article, entitled The Public University's
Performance in State Arts Policy: Lessons from Virginia, investigates the extent to which public

Community Arts and Cultural Policy.
