W E ARE entering upon a new fiscal year-one of
the most momentous in the history of the Internal
Revenue Bureau. A new revenue act is to be
administered. It is estimated that the new law will pro-
duce increased revenue of more than one billion dollars
during this fiscal year.
C The collection and payment into the Treasury of an addi-
tional sum of this magnitude is a gigantic task. There
is no magic button to be pressed by virtue of which this
amount may be transferred from the taxpayers to the
Government.
c The need is for a well-formed plan of administrative
action, and for the most whole-hearted, efficient, and
intelligent cooperation on the part of every employee. I
am confident that both of these conditions will be met
and that when the history of the fiscal year 1933 is written
it will portray a record in which we may all take pride.
