EDITORIAL
Celebrating INEA's authors and editors

Perhaps it is time to pause and celebrate INEA's 20th year. We are publishing around 40
papers per year and have thus doubled our production since the beginning. We have a
loyal family of authors and reviewers, and we are very grateful for their continuing com-
mitment to the journal. We have now an Impact Factor of 2.4, and we hope that it will
steadily increase in the future. The environmental challenge before us remains huge, and
scholars may have to become more focused on trying to understand how the political, legal
and economic challenges related to the environment can best be understood, analysed and
addressed.
It is perhaps also time to celebrate our top authors. There are many ways to identify and
celebrate the work of these scholars. At the start of this year, we have decided to celebrate
those papers that have been heavily cited by other authors. We use thus citation as an indi-
cator of impact for this purpose. In Table 1, we present a list of the top 20 papers and their
authors, year of publication and citation thus far both in the Web of Science and Google
Scholar. We should note, however, that papers submitted to the journal prior to its listing
as an Impact Factor Journal have not been included in this list because we do not have the
data.
Clearly, citations may be a function of many other factors, such as choice of title, key-
words and timing; so there are possibly other indicators of quality. Hence, we will also be
publishing a Special Issue sometime in 2021 which will focus on the lessons learnt from
the various papers regarding international environmental agreements.
Journals survive not only on the dedication of their authors and reviewers, but also
because of the commitment of their managing editors, who contribute so much of their
time voluntarily to the thankless job of chasing reviewers, cleaning up the English of
papers and pacifying angry authors; of course managing editors also learn a lot and gain
heavily from the exercise, but authors often do not realize what a difficult role such editors
play. Following in a long tradition of brilliant managing editors, Harro van Asselt and Agni
Kalfagiani, we now express our immense thanks and appreciation to the excellent work of
Dr. Courtney Vegelin for the past 5 years during which she kept the journal running.
And, we also welcome Dr. Nicky Pouw as the new Managing Editor. Unlike the previ-
ous managing editors who had more expertise in law and international relations, Nicky
Pouw is an economist. We are hoping that Nicky's dedication to development and envi-
ronmental economics will enrich and strengthen the role of economics in the journal and
