Midwinter Meeting of the Council held in Scottsdale,
Arizona on Decemb       ......
The Council approvea a
revised set of By.laws for the
Section which will be submit-
ted to a vote of the Section
membership at the Spring
Meeting to be held in San
Francisco on April 23, 1977. It
has been apparent for some
time that the Section's By-laws
need comprehensive revision,
particularly in respect of the  RichardC.Allison
structure of the Section and procedures governing
Section elections. The recent contested election for a
Council seat served to emphasize the latter point.
You should have already received a letter from me
outlining the principal substantive modifications in
the By-laws. If any Section Member wishes to receive a
complete text of the new By-laws, please communicate
with Marilyn Neforas at ABA headquarters in
Chicago.
In accordance with approvals given by the Section
last August and by the Operations Committee of the
Board of Governors in October, Edison W. Dick has
been appointed Attorney-Consultant to assist in many
matters of substantive nature relating to the Section's
activities. Mr. Dick will, among other things, provide
guidance and active support to Committee Chairmen
who may be seeking funding from ABA or outside
sources in relation to specific Committee projects. He
will be concerned on a continuing basis with coordina-
tion with other elements within the ABA so as to
facilitate the adoption of Section resolutions and
Committee actions that involve the interest of other
ABA Sections and Committees, and he will work on
the planning and promotion of the Section's educa-
tional programs and publications in cooperation with
the Committee Chairmen who have primary respon-
sibility for these activities.  (Continued on page 2)

The Nominating Committee will nominate:
(a) a Chairman-Elect; five Divisional Vice-
Chairmen, a Secretary and a Budget Officer to
serve a term of one year; and
(b) three members of the Council for staggered
terms, as follows: one member for a term of three
years; one member for a term of two years; and
one member for a term of one year.
All members are invited to submit names for con-
sideration of the Nominating Committee for the
election of officers and of Council members. It is
recommended that suggestions be submitted for the
consideration of the Nominating Committee by
mailing the original to the Chairman, Richard P.
Brown. Jr., with copies to other members of the Com-
mittee. All such names must be submitted to the
Committee on or before March 1, 1977.
